That's very sad. I hope your friend can work things out with Jim. No they cannot claim grandparents rights. Neither of them are related to the baby, and their gave up his parental rights. They can't even use the fact that he had the rights since he procured them through deceit. His name should have never been on that birth certificate to begin with.
