I am making homade apple wine and i'm not sure it's working rite?

I had 4 gal. juice, 1 gal. distilled water.and 1 pack yeast.It didn't do anything in my 6 gal. bucket with air lock for a week so i added 1 more pack of yeast and it started to work for a few days but not very hard and now it is doing nothing, Total time in bucket is 2 weeks. What should i do?
